The following are some of the key documents that have been published in recent years that relate to neonatal care in England. As new ones are made available, they will be listed here with links to enable them to be viewed and downloaded.

  • Caring for Vulnerable Babies: The Reorganisation of neonatal services in England

    This was a national Audit Office Document published in December 2007 that examined and evaluated the impact of previous Government policy initiatives, particularly in relation to the formation of Neonatal Networks. It’s recommendations led to the formation of the Neonatal Taskforce that operated between 2009-10 and published the Toolkit (link below) as the culmination of its work.

  • The POPPY (Parents of Premature Babies Project) Report

    This 2009 report provides a summary of findings and recommendations from a three-year research study. The research was led by the RCN Research Institute at the University of Warwick, NCT and Bliss, in collaboration with the National Perinatal Epidemiology Unit at the University of Oxford, and funded by the Big Lottery Fund. It examines the communication, information and support needs of parents of premature babies. Parents with a sick term baby in the neonatal unit have many similar needs.

  • Toolkit for High Quality Neonatal Services

    In November 2009, the Department of Health published new guidance to help the NHS improve the care provided for premature and sick babies and their families. The toolkit includes a set of eight principles for high quality neonatal services and a framework to assist commissioners. These principles cover the major areas of activity within the neonatal care pathway and aim to provide standardisation in neonatal care:

  • BLISS Baby Charter Standards

    In 2005 Bliss launched its original Baby Charter. This was the first time the rights of a premature or sick baby had been clearly set down. The charter has now been comprehensively revised and includes seven standards which aim to set out how the Baby Charter can be made a reality on a neonatal unit.

  • BAPM Service Standards for Hospitals providing neonatal care (3rd Edition)

    The latest Standards from the British Association for Perinatal Medicine, these are an updated version of their 2001 Standards. These lay down and specify agreed Standards from clinicians involved in neonatal care and complement the DH Toolkit Document

  • BLISS Baby Report 2010 – “The Chance of a Lifetime”

    Released on 02/11/2010, this is the latest Annual Report from BLISS and is in response to the findings from their survey of all 177 NICU/SCBUs undertaken in June 2010. It details a series of recommendations including the need to improve staffing numbers and enhance the provision of accommodation for parents of babies cared for in neonatal units.

  • NICE Specialist Neonatal Care Quality Standards

    Published by the National Institute for Clinical Excellence (NICE) in late 2010, these quality standards address care provided for babies in need of specialist neonatal services (neonatal special, high-dependency, intensive or surgical care), including transfer services. The quality measures accompanying the quality standards aim to improve the structure, process and health outcomes of specialist neonatal care.
