Mental Health Coding in the Mental Health Minimum Dataset

There is ample evidence of past inequity in mental health care between people of different ethnic origin (Sashidharan/ NIMHE 2003) . Current DH policy is firmly committed to the delivery of race equality (DH 2005) which includes equality of access, equality of experience and equality of outcome .

Ethnicity and Health

A major report was published by the London Health Observatory into Ethnicity and Health in 2005 and can be accessed from: http://www.apho.org.uk/resource/item.aspx?RID=39300 Delivering race equality in mental health care: an action plan for reform inside and outside services and the Government’s response to the independent inquiry into the death of David Bennett

This is an action plan for achieving equality and tackling discrimination in mental health services in England for all people of black and minority ethnic (BME) status, including those of Irish or Mediterranean origin and east European migrants.

Three key elements of service reform are:

• more appropriate and responsive services - tailoring services more effectively for the needs of specific groups, such as older people, asylum seekers, and children
• engaging communities in planning services, supported by 500 new community development workers
• better information , through improved monitoring of ethnicity, including a new regular census of mental health patients.

The aims of the plan include: improving accessibility to services; improving patient satisfaction; reducing the rate of admission of people from BME communities to psychiatric inpatient units; and, reducing the disproportionate rates of compulsory detention of BME service users in inpatient units.
